The "perspective from Freddy" bit might have been as a "bad ending" or a resolution to Phone Guy's story, where Mike or Phone end up with their mind inside of Freddy after being stuffed inside the suit.

I think the FNAF 1 stuff in FNAF 2- the pizzeria cutscenes on stage from Freddy's perspective- were ideas germinated from FNAF 1. Adding Puppet and BB would throw off the flow, and seeing as how he had already gotten door stuck from a dream with Bonnie, Scott might've ditched em because they would be redundant and he couldn't think of a purpose for them.
